HISD Honors CTE Educator Rob Best For Recent Awards

HALLSVILLE, Texas — Rob Best, a dedicated educator in Hallsville ISD’s Career and Technical Education (CTE) program, was recognized at the May school board meeting for his outstanding contributions to law and public service education.

Best received two prestigious awards from the Career and Technical Association of Texas (CTAT), Area 3, which encompasses schools in Regions 7 and 8.

Best was named Area 3 Experienced Teacher of the Year, a recognition of his exceptional leadership in revitalizing the district’s Law Enforcement Program of Study. Since joining Hallsville ISD seven years ago, Best has transformed the once-struggling program into a thriving, career-aligned pathway. He is known for his extraordinary dedication—often arriving at school by 4:30 a.m.—and for creating a structured, engaging curriculum that prepares students for real-world success.

In addition to curriculum development, Best has expanded the program by establishing business and industry partnerships, launching dual credit opportunities, and supporting student achievement through the Texas Public Safety Society. His students consistently excel at competitions hosted by the Texas Public Safety Association, bringing home awards and earning scholarships for post-secondary education.

The program’s impact earned Hallsville ISD the CTE Showcase of Excellence Award, which highlights programs that exceed industry expectations and serve as models for others across the state. Best has become a statewide leader in CTE, often mentoring other criminal justice instructors, assisting with curriculum development, and opening his classroom to job-shadowing opportunities.
