Out-Of-District Transfers

**In a unanimous decision in the January 16, 2020 regular meeting, the HISD Board of Trustees voted to place a hold on all incoming (new) out of district transfers. We are currently NOT accepting new transfer applications. We are only accepting applications for current transfer students and their siblings.**

Transfer Process

Hallsville ISD welcomes applications from families who reside outside the district. Parents and guardians may request an Out-of-District Transfer in one of the following ways:

 


How to Request an Application


  • Print the application.
  • Call 903-668-5990, ext. 5032 to request a mailed, faxed, or emailed application
  • Pick up a copy at the Hallsville ISD Administration Building (311 Willow Street, Hallsville, TX)

 


Required Documentation


When submitting an application, parents must provide:

  • Proof of residence in the home district
  • Student school records (report card, attendance, discipline history)
  • Immunization records
  • Birth certificate

 


Transfer Application Fees


Beginning with the 2013–2014 school year, a non-refundable application fee is required:

  • $50 per student
  • $75 per family

If accepted, this fee will be applied toward tuition.

 


Review and Notification


Applications are reviewed first at the campus level. Any application not approved at the campus will be reviewed by the Superintendent, who makes the final decision. Families will be notified as soon as an approval decision has been made.

 


Tuition and Payment Options


If approved, tuition may be paid online or in person. Tuition rates are:

  • $1,000 for the first child
  • $500 for the second child
  • Family maximum of $1,500

Continuing Transfers


Transfers are approved for one school year only, and all students must reapply each year. Approval for one year does not guarantee approval for the next. Student attendance and discipline are reviewed annually.

Each March, current transfer families will receive renewal information by mail. To continue enrollment, parents should return forms promptly for early review and approval before the end of the school year.

 


Approval Considerations


Transfer decisions may be based on:

  • Campus capacity
  • Current and projected enrollment
  • Grade-level availability
  • Staffing considerations
  • Student attendance and behavior history

 


Students Who Move During the Year


Students who move out of the district during a grading period may finish that grading period. To continue for the remainder of the school year, or for future years, a transfer application must be submitted and approved.

 


UIL Eligibility


Approval of an Out-of-District Transfer does not guarantee UIL athletic eligibility. Students may not transfer for athletic purposes. UIL rules require athletes who transfer schools to sit out varsity competition for one year. Eligibility must be verified with the District Athletic Director, and all supporting paperwork must be provided.

 


Revoking a Transfer


Transfer students must follow all Hallsville ISD policies, including attendance, student behavior expectations, and the Student Code of Conduct. Transfers may be revoked for:

  • Excessive absences or tardies
  • Failure to follow district rules
  • Inappropriate student conduct
