Fingerprinting/Background Check
Senate Bill 9 (SB 9), which was passed by the 80th Legislature and became law on June 15, 2007, requires expanded criminal history information reviews for most classes of educators and school employees. Individuals required by Senate Bill 9 (SB 9) to submit fingerprint information to the Texas Department of Public Safety (DPS) are:
- All certified educators holding an educator certification issued by the State Board for Educator Certification (SBEC)
- All classroom substitute teachers and aides, whether certified or not. Noncertified employees hired by a district on or after January 1, 2008. The district can also require all employees to be fingerprinted at their discretion.
- Charter school employees, whether certified or not, who are working in a teaching or professional position that would require certification if they were employed in a traditional school district.
- Contractor employees hired before January 1, 2008, who has or will have continuing duties related to the contracted services and has or will have direct contact with students. Contractor employees include independent contractors and employees of subcontractors Hallsville has required all contractors having contact with students to be fingerprinted.
- Volunteers, unless they are a parent or guardian of a student and accompanied on campus by a district employee, or are volunteering for a single event.

Reports can be made at any time and by any person, including during non-business hours, by mail, e-mail, or phone. During district business hours, reports may also be in person.

Records Requests
Maintaining accurate employee records is a critical role of Hallsville ISD Human Resources. HISD HR seeks to maintain compliance with legal requirements and regulations, and accurate records provide documentation needed to meet labor laws, tax obligations, and workplace safety regulations.
Accurate employee records support effective decision-making and organizational management. These records include important information about employee performance, attendance, compensation, and benefits, which allows our district HR team and administration to assess workforce productivity and identify areas for improvement. Proper record-keeping also facilitates transparent communication between employees and employers, ensuring that any changes to policies, benefits, or work conditions are documented and accessible.

Clinical Teaching & Student Observation
Hallsville ISD is proud to partner with colleges and universities to serve as a field-based and resident mentor for aspiring educators. To ensure proper placement of your students, please review the Clinical Teacher & Observation Guidebook before submitting requests. All requests for clinical teaching assignments or classroom observations must be submitted through the HISD Human Resources Department.
